So there's MCU answer and comics answer.
(TBH, I don't think much about the MCU because I think it's very down to earth explanation: Sebastian wouldn't wear a wig for the whole show -i kinda remember he said something about IW/Endgame and the fact it was not very practical- or had time/will to grow it out again. Now I'll be interested in Thunderbolts for this reason because his hair was long due to The Apprentice but he could have cut it back so it was deliberated.)
Comic answers: the Winter Soldier has long hair because they never bothered to cut it since he was mere days in the world before going back to cryo. Actually, his hair grew because once he escaped his handlers for a couple of months. Right after he gets his memories back, Brubaker had him wearing short hair and he did for a couple of years, including his time as Cap.
But Bucky sexier with long hair so it came back and it's definitely part of his character now (there was a time when the two lengths were coexisting but not anymore). There was no explanation but:
In Thunderbolts (2017), while he has to be a dad, he is shown putting his hair in all kind of styles when he's chilling at their HQ, only letting it loose when going on a mission. So it appears he likes playing with in.
(Clint likes to make a ton of comments about his hair being greasy but Bucky looks unphased. Granted, Bucky tries very hard to appear emo around Clint to impress him.)
In Sentinel of Liberty/Thunderbolts (2021-2022), his hair is very symbolic: he puts it in a manbun when he's The Revolution and let it loose when he's on his own or simply appearing as Bucky Barnes.
So my personal hc is that he cut it short once he got free so he would literally cut him from Hydra but actually he likes it long so he had eventually let it grow again.
My personal MCU hc is that, since he only cut it when he got back to the USA from Wakanda and after being 'pardonned' (we don't talk about that much in Tfatws but that's so heavy in the comics), he wanted to look the part. "See, I'm not a hobo or the murderous soldier" kind of statement. (I'm sorry, but long hair in men is still suffering from a "it's mean he's unkept" prejudice.) Except, again, that he likes it long so he has started to grow it back since he had joined with Sam again.
So actually, I'm very impatient for Thunderbolts about the reason why he looks so pitiful: either he's grumpy because he's away from Sam or yeah, the long hair stands for his depression.
(Or, again, none of it and it's just that since he's in a big movie again, they figured his character would get more recognizable by casual fans if he has his long hair again.)
I don't know if anyone else cares about this, but I always wonder what Bucky's relationship with his hair is. Why did he let it grow out so long, then cut it, and is now letting it grow out again? What I think, is that he cut it because he was trying to get closure, and maybe he associated his long hair with his sins. He kept it when he was still able to be influenced by the words. He also kept it after he no longer was, but was still working through things. Maybe after atoning, he feels like he can let go and do whatever he wants now. The long hair is no longer a sign of his guilt. Alternatively, maybe he just procrastinated on cutting it for so long because he was depressed. So in Thunderbolts, he either just likes the way it looks or he is relapsing. I get the vibe he doesn't give as much fucks anymore based on his dressing more and more in civilian clothes on missions. What do y'all think?
